Social Justice: Formation of Bihar Rajya Safai Karmachari Ayog

On July 29, 2025, the Bihar Cabinet, led by CM Nitish Kumar, officially approved the constitution of the Bihar Rajya Safai Karmachari Ayog (State Sanitation Workers Commission). This landmark decision fulfils a decade-long demand by sanitation unions and aims to bring over 4 lakh workers into the socio-economic mainstream.


1. Commission Structure & Inclusivity

The commission is designed to be a representative body for the most marginalised voices in the sanitation workforce.

  • Total Members: 7.
  • Composition:
    • 1 Chairperson.
    • 1 Vice-Chairperson.
    • 5 Members.
  • Mandatory Representation: At least one member must be a woman or a transgender person, ensuring intersectional advocacy for sanitation workers who face unique vulnerabilities.

2. Core Functions & Powers

The Ayog serves as an advisory and monitoring body to the Department of Urban Development and Housing.

  • Grievance Redressal: A dedicated platform for workers in 260+ Urban Local Bodies and 8,000+ Panchayats to report exploitation or safety violations.
  • Scheme Monitoring: Overseeing the ground-level implementation of welfare programs like the Namaste Scheme (for mechanised cleaning) and health insurance.
  • Rehabilitation: Focusing on liberating workers from hazardous manual scavenging and providing alternative livelihood training.
  • Policy Recommendations: Advising the state government on wages, protective gear standards, and housing for “Safai Mitras.”

3. Strategic Importance

  • Mainstreaming: Aims to eliminate the social stigma associated with sanitation work by granting it formal institutional recognition.
  • Health & Safety: Ensuring that workers are provided with mandatory “Safety Kits” and periodic health check-ups.
  • Dignified Life: Promoting education for the children of sanitation workers to break the cycle of hereditary occupation.

4. Related Cabinet Decisions (July 29, 2025)

Alongside the Commission’s approval, the Cabinet cleared 41 other agendas, including:

  • Journalist Pension Hike: Monthly pension under the Bihar Patrakar Samman Yojana increased from ₹6,000 to ₹15,000.
  • Sitakund Mela: Declared the historic Munger fair as a “State Fair” under the Bihar State Fair Authority.
  • Urban Infra: Approved ₹1,368 Crore for additional connectivity between AIIMS Patna (NH-98) and the Digha Rail-cum-Road Bridge.
