Strategic Investment & MoUs
During the inaugural Odisha-TEX 2025 summit, the Odisha government signed 33 Memoranda of Understanding (MoUs) totaling ₹7,808 crore (~$902 million). This initiative is a cornerstone of the Apparel & Technical Textile Policy 2022, aiming to establish the state as the premier textile hub of Eastern India.
Employment & Workforce Incentives
To combat migration and boost local participation, the state has significantly enhanced monthly employment cost subsidies for a period of five years:
- Female Workers: Increased from ₹6,000 to ₹7,000.
- Male Workers: Increased from ₹5,000 to ₹6,000.
Goal: Create over 1 lakh jobs in the textile and apparel sector by 2030.
Regional Development: The Six Clusters
The government is expanding industrial infrastructure by developing specialised textile clusters across six key districts to ensure balanced regional growth:
- Bolangir
- Keonjhar
- Sambalpur
- Jagatsinghpur
- Ganjam
- Cuttack
Infrastructure Highlights
- Plug-and-Play Facilities: Launch of new Textile and Footwear Parks to reduce setup time for investors.
- Workers’ Hostels: Inauguration of modern residential facilities to support the incoming industrial workforce.
- Task Force: Formation of a dedicated Industries Department task force to fast-track project grounding.
