Infrastructure Focus: 4-Lane Paramakudi–Ramanathapuram Section of NH-87

The Union Cabinet, led by PM Narendra Modi, has approved a major highway expansion project in Tamil Nadu. This project is a crucial part of the larger Madurai–Dhanushkodi Corridor, designed to transform the transit landscape of southern India.

  • Section: Paramakudi to Ramanathapuram (NH-87).
  • Length: 46.7 km.
  • Total Capital Cost: ₹1,853.16 Crore (Civil cost: ₹997.63 Cr; Land acquisition: ₹340.94 Cr).
  • Model: Hybrid Annuity Mode (HAM)—a mix of EPC (Engineering, Procurement, and Construction) and BOT (Build-Operate-Transfer) where the government pays 40% during construction and the remaining 60% over the concession period.

  • Decongestion: The current 2-lane road faces severe bottlenecks in towns like Sathirakudi and Achundanvayal. The 4-laning will reduce travel time significantly (estimated reduction from 120 minutes to 80 minutes).
  • Safety: Modern highway standards and dedicated bypasses will reduce accident risks in densely populated urban clusters.
  • Tourism Boost: Enhances the pilgrimage route to Rameshwaram (a Char Dham site) and the “Ghost Town” of Dhanushkodi.
  • Economic Hubs: Supports the “Blue Economy” by linking coastal trade routes with the industrial interior.

4. Employment Generation

The construction phase is a major job creator for the state:

  • Indirect Employment: ~10.45 lakh person-days.
  • Total Impact: Over 18.85 lakh person-days of work created for local labourers and skilled professionals.

5. Contractor Update

As of October 2025, infrastructure major Dilip Buildcon Limited (DBL) has emerged as the L-1 bidder to execute this project under the HAM model.
