Himachal Pradesh: India’s First Aadhaar-Based FaceAuth for PDS

In July 2025, Himachal Pradesh became the first state in India to implement Aadhaar-based Face Authentication (FaceAuth) for ration distribution under the Public Distribution System (PDS).

2. Why the Shift to FaceAuth?

The new system was introduced to resolve chronic issues associated with traditional authentication methods:

  • Fingerprint Failures: Biometric mismatches often occurred due to worn-out fingerprints (especially among elderly/labourers) or poor hardware.
  • OTP Issues: SMS delivery failures in remote hilly areas with inconsistent network coverage.
  • Network Independence: The FaceAuth app is designed to reduce dependence on constant high-speed biometric hardware connectivity.

3. How the System Works

The process is streamlined for Fair Price Shop (FPS) owners and beneficiaries:

  1. App Installation: FPS owners use a dedicated mobile application on their smartphones.
  2. Real-time Scan: The smartphone camera captures the beneficiary’s face.
  3. Identity Match: The live image is matched 1:1 against the photo stored in the UIDAI repository linked to the individual’s Aadhaar.
  4. Verification: Success is achieved instantly, allowing for faster grain disbursement.

4. Impact & Beneficiary Stats

  • Target Reach: Over 19.40 lakh ration card holders across Himachal Pradesh.
  • Success Rate: Significantly improved authentication success and reduced waiting times at depots.
  • Inclusion: Specifically benefits senior citizens, specially-abled individuals, and those in remote tribal areas where manual biometrics often fail.

5. Future Outlook

This initiative is a core part of the “Viksit Himachal” vision, aiming for paperless and touchless governance. The state has already expanded similar digital initiatives, such as ‘My Deed’ for paperless property registration.
