Overview of the Campaign
Chief Minister Pushkar Singh Dhami officially launched “Operation Kalanemi” on July 10, 2025. This specialised police initiative targets fraudulent spiritual leaders and religious impersonators (often referred to as dhongi babas) who exploit the faith of pilgrims and citizens in Uttarakhand, known as Devbhoomi.
Mythological Significance
The operation draws its name from Kalanemi, a demon in the Ramayana.
- The Legend: Disguised as a pious sage, Kalanemi tried to deceive Lord Hanuman to delay him from fetching the Sanjeevani herb for Lakshman.
- The Modern Context: The CM used this parallel to describe anti-social elements who wear saffron robes to commit fraud, hide their identities, or disturb social harmony.
Key Objectives & Action Plan
The operation is a systematic response to reports of exploitation, particularly during high-traffic religious periods like the Kanwar Yatra and Char Dham Yatra.
- Target Demographics: Identifying individuals posing as saints to defraud women and youth, or those misusing religious identity for criminal motives.
- Verification Drive: A massive statewide identity check. As of late 2025, over 5,500 individuals have been questioned.

- Preventive Measures: More than 1,100 people have faced preventive action or were required to sign bonds pledging not to repeat deceptive acts.
