Renaming of Bengaluru City University

The Karnataka State Cabinet and Assembly have officially passed the Karnataka State Universities (Amendment) Bill, 2025, to rename Bengaluru City University (BCU) in honour of the late former Prime Minister Dr Manmohan Singh.

  • New Name: Dr Manmohan Singh Bengaluru City University.
  • Effective Date: The decision was finalised in the Cabinet on July 2, 2025, and passed as a Bill on August 19, 2025.
  • Significance: This is the first university in India to be named after the 13th Prime Minister, acknowledging his legacy as a world-renowned economist and statesman.

2. Rationale: Contributions to Bengaluru

The renaming is a tribute to Dr Singh’s instrumental role in transforming Bengaluru into a global technology and infrastructure hub during his tenure (2004–2014).

Key Infrastructure Milestones:

  • Bengaluru Metro (Namma Metro): Laid the foundation stone for the ₹6,000 crore Phase-1 project on June 24, 2006. He later flagged off the first service (Baiyappanahalli to MG Road) in 2011.
  • Kempegowda International Airport (KIA): Inaugurated the then-new international airport in 2008, providing the city with a modern global gateway.
  • Elevated Highways: Launched the foundation for the Bangalore–Electronic City Elevated Highway (June 2006) and the six-laning of the Bengaluru–Nelamangala stretch.
  • Economic Vision: As Finance Minister in 1991, his liberalisation policies catalysed the growth of Bengaluru’s IT and BT sectors.

3. Academic Legacy in the City

Dr Singh’s connection to the city extended beyond infrastructure into the academic sphere:

  • BASE University: He inaugurated the academic sessions of the Dr B.R. Ambedkar School of Economics University in 2017.
  • IIM Bangalore: Delivered the 16th convocation address in 1991, outlining the economic reforms that would eventually redefine the city’s industry.

4. University Profile

  • Establishment: Originally formed in 2017 following the trifurcation of Bangalore University.
  • Campus: Operates from the iconic Central College Campus, one of the oldest in the country.
  • Constituent Colleges: Government Arts College and Government RC College have been integrated as constituent colleges under this university.

5. Political and Social Context

  • Opposition View: While the ruling government hailed the move, opposition leaders suggested that a new institution should have been built in his name rather than renaming an existing one.
  • Other Renaming Decisions: Simultaneously, the Cabinet renamed Bengaluru Rural district as Bengaluru North and changed the name of Bagepalli to Bhagya Nagar.
