The Jan Suraksha Santrupti Abhiyan is a nationwide intensive outreach campaign, launched in Gujarat by CM Bhupendra Patel, to achieve 100% saturation of flagship social security schemes.
- Duration: July 1 to September 30, 2025.
- Location: Launched from Gandhinagar; covers all 33 districts of Gujarat.3
- Core Goal: Reach the “last mile” by enrolling left-out eligible individuals in financial and insurance programs.
2. Key Schemes & Pillars
The campaign focuses on four major pillars of India’s social welfare architecture:

3. Strategic Focus Areas
Beyond enrollment, the campaign incorporates modern financial hygiene and digital literacy:
- KYC Updates: Facilitating “Know Your Customer” updates for inactive Jan Dhan accounts.
- Digital Safety: Raising awareness regarding digital fraud prevention and cyber threats.7
- Doorstep Delivery: District Collectors and bank officials are mandated to provide on-ground delivery of benefits to ensure no needy person is deprived.
4. Progress in Gujarat
As a pioneer in policy implementation, Gujarat reported the following statistics at the launch:
- Jan Dhan Accounts: 1.93 crore accounts opened.
- DBT Flow: Over ₹21,409 crore transferred directly to beneficiaries.
- Insurance Coverage: ~90 lakh beneficiaries under PMJJBY and 1.92 crore under PMSBY.
5. Implementation Mechanism
- Saturation Targets: Moving from “targeted” to “total” coverage for all eligible citizens.
- District Action Plans: Prepared by Collectors, DDOs, and Urban Local Bodies.
- Technology: Use of video conferencing to monitor the campaign across 14,610 Gram Panchayats.
